The counts include partial presidential terms of office for a(9), a(10), a(12), a(13), a(16), a(17), a(20), a(21), a(25), a(26), a(29), a(30), a(32), a(33), a(35), a(36), a(37) and a(38). Grover Cleveland was both the 22nd and 24th President, so a(22) and a(24) refer to his two non-consecutive terms.
