Issues
The \underline{ } LaTeX command, hence this template for LaTeX, puts the bar at either baseline height or descender height, while this template puts the bar always at baseline height for HTML+CSS.
The \overline{ } LaTeX command, hence {{overline}} for LaTeX, puts the bar at either x-height or ascender height, while {{overline}} puts the bar always at ascender height for HTML+CSS.


The {{underline}} ({{ul}}) OEIS Wiki utility template produces an underline [always at baseline height] under the specified text, and corresponds to the \underline{ } LaTeX command.

The tags <u> ... </u> could be used but it is deprecated.
