COMMENTS
The first ten Amendments collectively are commonly known as the Bill of Rights. The sequence is not monotonic because of the different mechanism of amendment, which differ in length of time that has been found necessary.
EXAMPLE
a(27) = 1992 because Amendment 27, Limiting Congressional Pay Increases, was Ratified May 7, 1992: "No law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened."
