Check out all local Help pages for content relevant only on OEIS Wiki. Various Template pages contain their own documentation in a <noinclude> ... </noinclude> section (usually for short documentation text) or a template name/doc subpage (usually for long documentation text) — the style usually depends on the context, don't waste time with attempts to enforce a unique template documentation style here (at least not now early in the project).
Ordinary Wiki help topics are better explained on the MediaWiki and Meta wikis. The help pages on Wikipedia are often coupled with policies and guidelines not applicable here or in fact any other MediaWiki project, but might offer the best examples for technical questions. For technical and legal questions about media uploads (icons, pictures, audio files, etc.) Commons help pages can be also relevant.
